2．业绩和资格要求：

1）投标人必须是具有独立法人资格的BOG低压压缩机制造商或代理商。

独立法人资格要求：关境内投标人应提供有效的 * 证合 * 营业执照。关境外投标人应提供有效的独立法人证明。以证明投标人具有独立法人资格。

代理商要求： (略) 投的货物不是投标人自己制造的，投标人应得到货物制造商的同意以及证明其在本次投标中唯 * 提供该货物的正式授权书。

2）财务要求：代理商和制造商应提供 *** 年审计机构出具的财务审计报告及经审计的财务报表，包括资产负债表、现金流量表、利润表。如果投标人以代理商的身份来参与投标，还需要提供其代理的货物的制造商的财务报表。

相关证明材料包括：业绩合同关键页复印件（如合同首页、合同签订日期页、交货日期页、双方签字盖章页、供货范围/工作范围描述页、主要技术参数页等关键页面，原件备查）或用户业绩反馈证明（用户盖章或法定代表人签字）。无法提供证明材料的业绩为无效业绩。授标前招标人保留调查考察业绩 (略) 的权利， * 旦查实不良表现，其中标无效。

4）质量要求：制造商应提供ISO * 质量管理体系认证证书，且证书在有效期内。代理 (略) 代理的产品需要提供制造商的ISO证书。

5）本次投标的设备的原产地和制造商名称要与本款第3）条所述的业绩的原产地和制造商名称相符（适用的设备清单详见第 * 章）。

Section 5 Invitation for Bids (IFB)

1.Procurement&Tendering Center of CNOOC Procurement Dept. and CNCCC International TenderingCo., Ltd.(hereinafter called “Tendering Agent”), for and on behalf ofCNOOC FujianZhangzhou Gas Co., Ltd (hereinafter called "Purchaser")invites sealed bids from eligible bidders for the supply of followingequipment:

For goods offered fromoutside PRC customs territory: arrived at XiamenPort, Fujian, P.R.China within * days from the date of the signing of the contract.

For goods offered fromwithin PRC customs territory: arrived at Zhangzhou LNG Terminal Project Site(Address: Xinggu Bay, Longjiao Country, Longhai City，ZhangzhouCity, Fujian Province, China)  within * days from the date of thesigning of the contract.

 

 2. Qualificationrequirement:

 1)Bidder shall bemanufacturer or authorized agent designated by manufacturer with thequalification of independent legal entity.

Bidder from within thePRC Customs Territory shall provide valid business license（ThreeCertificates in one）. Bidder from outside the PRC Customs Territoryshall provide valid independent legal entity certificate.

If the goods is notmanufactured by bidder, the bidder shall obtain the only legal officialauthority of the manufacturer that the bidder could provide the goods for thebid in China.

2)Bidder shall submit *** audited financial report issued by auditing agency, including balancesheets, cash flow statement, profit statement. If the goods is not manufactured by bidder，thebidder shall also obtain manufacture’s financial report.

Bidder’s average net assets of last eightyears  (from * to * ):not less than RMB * , * , * Yuan orequivalent(manufacture);

Bidder’s average asset-liability ratio of lastthree years (from * to * ): less than 0. * (who don’t manufacture the goods);

3) Manufacturer shallhave at least two LNG receiving terminal (design capacity over two milliontons) reciprocating oil-free compressor supply references in the resent eightyears (from January 1, * to December * , * ), the flow rate ofreciprocating oil-free compressor shall be no less than * kg/h, inlet temperature of reciprocating oil-freecompressor is below * C, and outlet pressure range is 0.7 MpaA to 1.3 MpaA ,Manufacturer shall run well.

The references shall betestified by proof materials.

The proof materialsinclude the homepage of contract, the sign date page of contract, the deliverydate page of contract, the both parties signed and stamped page of contract,the description page of Goods scope or Work scope, the key pages of maintechnical parameters, the original copy for reference). The performance withoutcertification documents will be treated as invalid performance orprovide feedback on user usage (with users official seal or legalrepresentatives signature). The purchaserretains right to investigate whether the bidder’s performance is in good operation. Once any poor performance isverified, its bid will be null.

4）Manufacturerwho makes pressure vessel shall have the ISO * quality management systemcertification and the certificate is valid.

5）theorigin and manufacturer of the goods shall be same in this subparagraph ( 4)（Fora detailed list, see Chapter VIII.）

4.
